Using a 4k display

I use a 4k display which may be causing the issues I am experiencing. I am on Windows 10.
The icons are extremely small in the tools bars. When I go to "Customize", the screen is too large for the display and has no scroll bars.

Is there a way to "normalize" my display? All display settings on the laptop are at their recommended settings and other programs do not have an issue and are displayed as expected.

Do you guys find that 4k displays are causing more issues than regular displayers or are they safe to use?
